The intervention in Petén aims to foster sustainable development by converting the value of abundant natural resources into direct economic benefits for local families and communities, thus encouraging environmentally respectful behaviour. Utilizing the Territorial Approach for Local Development (TALD), the initiative seeks to align environmental and economic policies through enhanced local participation and ownership. Promoting green business development, sustainable farming, and forestry practices, the project focuses on zero deforestation and the adoption of green finance. It addresses the lack of public services such as water, sanitation, and solid waste management, particularly around Lago Petén-Itza, by investing in infrastructure improvements. Strengthening local governance, including the Development Council of Petén (CODEDE) and 14 municipalities, is crucial for mobilizing national revenues and meeting green policy commitments. Success hinges on continued political support from the EU and international community, alongside commitment and technical capacity from Guatemalan stakeholders at all governance levels to achieve sustainable socio-economic development without environmental degradation.CYE Consult, as Implementing Partner, has overall responsibility for the implementation of the contract. CYE is responsible for the provision of the whole team of 4 Experts throughout the contract, for a total of 292 working days.

The overall objective is to enhance EU cooperation with Nigeria, focusing on Agriculture, Climate, and Energy sectors. Specific aims include supporting Nigerian MDAs, NCCC, and NASRDA with technical assistance, research, project monitoring, capacity building, and policy dialogues. Climate initiatives involve conducting studies, building institutional capacity, organizing events, facilitating study tours, and establishing a team of climate champions. In agriculture, the focus is on promoting climate-smart practices and supporting the Ministry of Agriculture with research and capacity building. Circular economy efforts target addressing technical gaps, developing legal frameworks, and supporting relevant events. Outputs include developing work plans, progress reports, and final reports, with a strong emphasis on gender equality and women's empowerment.

CYE Consult, as Implementing Partner, has overall responsibility for the implementation of the contract. CYE is responsible for the provision of the 4 Senior Experts throughout the contract, for a total of 380 working days.

The project aims to develop sustainable and inclusive tourism in Saadani/Bagamoyo, Mafia Island, and Kilwa by assessing their carrying capacities and creating 10-year tourism plans through participatory planning. The process involves data collection, field missions, and stakeholder consultations to identify and prioritize actions for economic potential while protecting natural and cultural assets. The approach includes fostering public-private partnerships, scaling up sustainable practices, and integrating global and local tourism trends with a focus on gender equality and empowerment. The final plans are to be validated at the national level and contribute to the National Strategy for Coastal Tourism.

CYE was responsible for the provision of 1 Senior Expert throughout the contract, for a total of 105 working days.

The European Commission prioritizes systematic and timely evaluation of its programs to assess achievements, quality, and results, emphasizing result-oriented approaches and SDG implementation. Evaluations aim to uncover evidence of the link between EU interventions and outcomes, identifying factors driving or hindering progress and clarifying cause-and-effect relationships. The specific objectives of evaluating the "Support to the Papua New Guinea National Wash Policy 2015–2030-part 1" include providing an independent assessment of its performance, focusing on results versus expected objectives, and the reasons behind these results. It seeks to extract key lessons, conclusions, and recommendations to improve current and future actions, review the appropriateness of Wash technologies used, and present findings to stakeholders in a workshop. This evaluation will inform future EU interventions in the Wash sector, with main users including the EU Delegation to Papua New Guinea, the Government of Papua New Guinea, and UNICEF.CYE Consult, as Implementing Partner, had overall responsibility for the implementation of the contract. CYE was responsible for the provision of one Senior Expert throughout the contract, for a total of 40 working days.

The Blue Economy (BE) Programme for Tanzania was developed under the Annual Action Plan for 2022 by the EU Delegation. The program aims to promote sustainable use of ocean, freshwater, and coastal resources for economic growth while preserving the environment. Key focus areas include environmental protection, climate-resilient management of coastal ecosystems, support for sustainable and job-intensive businesses in the blue economy, and transformative governance and policy reforms.

The duration of the Technical Assistance was 8 months, and the experts' team was based in Dodoma.

Achievements include supporting policy formulation, facilitating stakeholder meetings, contributing to the development of Marine Spatial Plan (MSP) guidelines, and assisting in the Monitoring and Evaluation (M&E) of the Nationally Determined Contribution and Measurement Reporting and Verification (MRV) system.

The Climate Change Mitigation Support Program (PALCC) was launched on March 31, 2017, as part of the Global Alliance Against Climate Change (AMCC+), an initiative of the European Union. The program's total budget was €10.6 million, with 94.34% funded by the European Union (€10 million) and 5.66% by contributions from NGOs benefiting from grant contracts. PALCC's overall objective is to assist Togo in implementing a national response to climate change challenges, aligning with the UN Sustainable Development Goals for 2030, particularly addressing Goal 13 (Life on Land) and Goal 15 (Climate Action).

The specific objectives involve reducing Togo's climate vulnerability through measures for preserving forest resources, soil, and energy efficiency. Additionally, the program aims to enhance the institutional context related to climate change.

 CYE Consult provided the whole experts team. The evaluation deliverables included the final report and the production of two videos and four infographics focusing on the results achieved by the PALCC as well as the difficulties encountered.

The project to revive the pineapple sector in Guinea, called REFILA and financed by the EU (5 million Euros), is part of a vast program to support the competitiveness of West African countries and its integration into regional and international trading systems. Its ambition is to establish the pineapple sector as one of Guinea's competitiveness levers for inclusive and sustainable economic growth through: (i) improving the performance of the sector by promoting its growth and stimulating its contribution to industry, regional trade, export, and job creation; and (ii) improving the business climate in Guinea through the integration and ownership of regional competitiveness policies. The main objectives of this mid-term evaluation have been to provide the relevant EU services, interested stakeholders and the general public with an overall independent analysis of REFILA’s performance, paying particular attention to its different levels, and comparing with the expected results.

The regional WIO programme on Blue Economy, Ocean governance and coastal conservation and restoration is planned to be part of the Annual Action Plan 2023. His overall objective is to support the identification and formulation of a regional initiative in the Western Indian Ocean, to support and boost a sustainable regional ocean governance and management. There were three specific objectives: (i) Analyse previous and ongoing interventions in the region, draw lessons, complete, develop and prioritise the geographic scope, the components/priorities of the regional programme; (ii) Propose the set-up of the regional programme, notably the implementation modalities, the relevant anchoring and architecture; (iii) Formulate of a draft Action Document.

The mission was carried out through several stages, including the inception phase/document analysis, field missions to the beneficiary countries located on the coasts of the Western Indian Ocean; synthesize the information collected and consolidate the results.

In a team composed by six senior experts, two of them were provided and managed by CYE Consult.

Environmental degradation and climate change are undermining progress in the implementation of the Sustainable Development Goals. The European Green Deal is the EU’s new flagship policy to achieve sustainable growth, the SDGs and the goals of the Paris Agreement. Mainstreaming environment and climate change in all areas of EU action is a central feature of the Green Deal. it is crucial that mainstreaming support covers all actions financed under the EU Neighbourhood, Development and International Cooperation Instrument and the related policy and programmatic work, as well as on-going programmes financed under the thematic and geographic financing instruments under the EU Multiannual Financing Framework (MFF) 2014-2020 (Development Cooperation Instrument, European Neighbourhood Instrument and European Development Fund). That’s why this evaluation was  significantly important. It provided a better understanding of how the current facility has contributed to the above mentioned overall high ambition as well as gave suggestions for further improvements in order to design a future cooperation that successfully contributes to the new EU’s objectives and targets (in particular, to allocate at least 35 % of EU funding under the 2021-2027 MFF to climate change related action, and to double external funding for biodiversity, in particular for the most vulnerable countries.

Rodrigues is an island in the Indian Ocean, part of the territory of the Republic of Mauritius.The vision of the Rodrigues Regional Assembly (RRA) is to transform Rodrigues into the first ecological and sustainable island in the Indian Ocean by 2030. This vision is centered on promoting sustainable development across three key pillars: economic, environmental, and social sectors. The goal is to enhance the island's development while improving the overall quality of life for all residents.

The strategy dvelopped in the Master Plan to achieve ths vision involves the sustainable utilization of resources and the implementation of practices in various sectors, including sustainable water production and distribution, bio agriculture, sustainable tourism, blue economy, renewable energy, energy efficiency, and sustainable land use planning. The Master Plan provides a comprehensive, realistic, and clear long-term strategy spanning the period 2023-2033 to address the three main concerns of sustainable development: environmental sustainability, economic sustainability, and social sustainability.

For these Consultancy Services, CYE managed three senior experts covering each of the following sectors : Water, Socio-economy aspects and Bio-agriculture.

This evaluation covers 14 projects grouped by 5 results area. Each project has been evaluated against the 5 DAC criteria, namely: relevance, efficiency, effectiveness, sustainability and early signs of impact, and other cross cutting criteria. The overall objective of the programme was to increase incomes and reduce food insecurity through support to economic growth. The programme’s specific objective was strengthening livelihoods, nutrition and resilience of agro-pastoralists and pastoralists, farmers, fishermen and other vulnerable households.

The BAFS project (funded under the 11^th European Development Fund) constituted a sector wide approach promoting agricultural development, food security and resilience in Sierra Leone,  strengthening capacities to formulate and implement agricultural and resilience policies and promoting the most promissory value chains while ensuring the inclusion of marginal groups of the rural population in such approach along the priorities of the national development agenda. The  objective of the Mid-term evaluation was to provide the Government of Sierra Leone and the European Union with independent and reliable evidence-based performance assessment of the achievements, the quality and the results of the project and its activities in the context of an evolving cooperation policy and its contribution towards the implementation of the SDGs. The evaluation mission was also able to identify key lessons learned, conclusions and related recommendations in order to improve implementation for the remaining operational period of the project.

In 2013 the Government of Honduras and the European Union signed the European Support Action for the Forestry Sector (EuroFor - DCI-ALA/2012/023-510). The Action is consisted with two components: A Climate Change Adaptation Action in the Forestry Sector (CliFor) with a total of € 21.4 million and a Budget Support Actionme (PAPSFor) with a total of € 26 million. The purpose of CLIFOR is to improve the socioeconomic well-being and environmental resilience of the local population in response to the challenges posed by climate change.  The programme has three outputs to achieve this purpose relating to the promotion of community forestry, improved local socioeconomic conditions and improved capacity to implement national polices and strategies related to forestry, climate change and biodiversity conservation. 

The main priorities for the evaluation mission were highlighted in the ToR, especially linked to the specific evaluation criteria added to the usual DAC criteria. As requested, the focus of evaluation has been on the assessment of achievements, the quality and the results of KCEP-CRAL and IPP-GAP projects with an increasing emphasis on result-oriented approaches and the contribution towards the implementation of the SDGs. The logic of intervention and the relevant theory of change have been described during the inception phase to guide the development of the final evaluation questions and provide a better understanding of the relationships between actions, and outcomes. Lessons learned and evidence-based conclusions were drawn out, as well as recommendations related to the improvement of the ongoing KCEP-CRAL project and to the design of future Actions with particular reference to coherence with EU and national policies and coordination with other development partners.

The global objective of the call for proposals was to improve relevance, affordability, availability, and sustainability of the agricultural services, and harness the market potential of local food. The specific objectives were  (a) support community driven agricultural connections and advisory information’s services, providing more effective farm and rural business decision support by promoting market linkages, climate resilient farming and good agricultural practices, and (b) reinforce the civil society capacity, pro-entrepreneurial circles and business associations in launching a variety of initiatives to promote positive investment climate and urban mentoring in local agri-food systems and regional economy in Azerbaijan, including awareness campaigns. The scope of the services provided included assistance to the EUD in the technical and financial assessment of concept notes (CN) and final applications (FA), and a high-quality, complete, and coherent selection process of projects in line with the criteria set in the guidelines for grant applicants. The external assessors carried out the technical assessment of CN, of FA and administrative and eligibility checks. They presented their assessments to the Evaluation Committee in Baku in two separate sessions.

The objective of this consultancy mission was to support the European Union Delegation and the Government of Sierra Leone in the identification and formulation of EU Actions to support Agriculture and rural development in Sierra Leone under the second phase of the 11th EDF (2018 – 2020). These actions should contribute to unlocking the agricultural potential and increasing rural access to market in Sierra Leone, and subsequently contribute to the development of a diversified and commercial agriculture sector that promotes inclusive green economic growth.

 The specific objectives were:

1. To develop actions that sustainably contribute to a more productive, diversified, climate resilient, market oriented and equitable agriculture. This further contributes to the creation of the enabling conditions for smallholder farmers in poverty-stricken districts to move towards a more sustainable, resilient and productive agriculture;

2. To develop actions that improve access to markets in targeted rural areas. This component aims to enhance connectivity between production areas and agricultural marketing centres, including removing 'bottlenecks' on the feeder road network;

3. To develop innovative interventions to support the sustainable commercialisation of Sierra Leone's commercially oriented smallholder farmers through agribusiness partnerships, capacity development and agricultural commercialisation - linking farmers to markets and value chains.

The AIESRP Project aimed to improve the competitiveness and national and international economic integration of Paraguay by supporting three production chains (production of pork, production of chicken meat and production of dairy products). The final evaluation of the project began on February, 2018 with a documentation phase; subsequently, a field phase was carried out in Paraguay and finally a synthesis phase that included the preparation of the Final report. CYE prepared a methodology respecting the Terms of Reference and the methodological guidelines of the European Union. During the field phase, the main representatives and actors involved in the project were interviewed and focus groups and field visits were conducted. The assingment ended in May, 2018 with the approval of the Final report.

The service was carried out by a team of two experts. The mission consisted of an ad hoc support to the ON in order to establish the conditions for an effective start of the actions envisaged in the 11th EDF SAN project. The specific objective was "to ensure a rapid, effective and efficient implementation of the SAN Program's start-up activities, through support to the National Coordination and sectoral components in terms of capacity building and management-administration". Two outcomes were expected: (i) the preparation of documents ready for publication / signature, (ii) the preparation of the staff of the stakeholders. The terms of reference of the intervention emphasized the notions of "coaching", "doing-doing" and "learning on the job" while providing for a mixed approach including in addition formal training, such as training in EDF procedures. 

The financing agreement of the Program of Improvement of Agricultural Productivity in Cameroon-PAPA (EDF / 2010 / 021-465) was signed on 16/02/2011 and its effective implementation ended with a final workshop of capitalization held in November 2017. The objective was to improve the income of North Cameroon family farms through better performing professional networks, the sustainable use of land and production resources, and supporting coffee and cocoa cultures in the southern zone, thereby improving food security in the country.  With a total amount of € 20,000,000, the program was implemented through three components, which themselves contained a significant number of results and activities.

The evaluation mission actually started in Cameroon with a briefing meeting at the EUD and CAON. After the start-up phase and the document phase, the field phase was held for two weeks. The objective of this phase was to meet the main stakeholders and beneficiaries and to visit a maximum of physical achievements. Particular emphasis has been placed on program-induced effects and the potential viability of outputs. The team of consultants split into three to cover the three components of the Program. A provisional restitution of the results of the mission was held at the return of the field and the workshop of restitution and final dissemination took place in Yaoundé. The process of writing and finalization of the report was then put in order to incorporate relevant comments from key stakeholders.

Since 2004, the Ministry of Agriculture and Animal Resources (MINAGRI) in Rwanda has developed and implemented three consecutive strategic plans for agricultural transformation in Rwanda (PSTA-1, PSTA-2, PSTA-3), all aiming at harmonising the agriculture sector development activities with the national Economic Development and Poverty Reduction Strategy and long-term development vision (Vision 2020) respectively. PSTA-3 had a particular focus on sustainable intensification of food production to ensure the envisaged reductions in rural poverty and malnutrition and on greater involvement of the private sector to increase agricultural exports, processing and value addition.

This assessment exercise aimed to identify the key gaps and lessons learned in PSTA III implementation as the basis for proposed improvements/adjustments to achieve the objectives of PSTA III by 30 June 2018. The assessment provided precise inputs for short-term (PSTA-III) and medium-term planning (PSTA IV), made full use of relevant past and on-going review exercises in an effective manner.

For this assignment, CYE Consult provided the Team Leader with a total of 72 working days.

The overall objective of the technical assistance is to improve the relevance, efficiency, effectiveness, impact, ownership and sustainability of development aid (EDF funds) in the Republic of Congo. The specific objective of the TA is to improve the performance of the DPUE and assistance to others stakeholders in the EU- Congo cooperation, so that it can carry out the tasks set out in Annex 4, Article 35, of the Cotonou Agreement. 

CYE, as consortium leader, has carried the general management of the contract, and provided the long-term expert. The services include:

The overall objective of the assignment was to "contribute to the success of the objectives defined for the 10th EDF Road Program, including poverty reduction, economic growth and regional integration". With regard to the specific objective of the mission, in the context of the Program's specific objective of improving the state of transnational and regional sections and strengthening the capacities of the various structures involved in the road sector, the objective of the contract was to assess the performance of the works contract holders and the service contracts holders (awardees of the organizational, technical, contractual and financial monitoring and control during start-up and execution phase of the project), and make appropriate recommendations to prevent and / or remedy any anomaly that could affect the smooth running of the Road Program.

The global objective of the project was to reduce the risk to people and the developed and natural environment from flooding and coastal erosion from the sea and the rivers by encouraging the provision of technically, environmentally and economically sound and sustainable defence measures.

The specific objectives were to provide a relevant set of multidisciplinary support services  in the management and supervision of outstanding construction works under the 9th EDF, particularly during the maintenance period and the initiation of the requisite preparatory work and the development of strategies for the implementation of 10th EDF Budget Support.

The specific objective of the technical assistance was to identify and formulate the programme in support of the European Commission to the policies of opening up of rural areas in the Kingdom of Morocco.

The mission was carried out within two distinct phases: the first aimed at identifying possible scenarios and modalities of implementation of the EC programme on social road infrastructure for isolated population. The second phase aimed at formulating the programme itself and approving technical documents.

The objective of this contract is to raise public awareness about the importance of Human Rights in general and more specifically economic social and cultural rights as well as collective incidence rights (“DESC” y “DIC”).

The general objective of the PASILD ("Programme d’Accompagnement Structurant d’Initiatives Locales de Développement") is to structure and follow-up participative initiatives for integrated local development (environment, governance, gender). 

The mission was carried on within two distinct phases: the first allowed establishing an independent and global appraisal of the results reached by the PASILD at mid term, evaluating the methodology of its implementation and formulating recommendations regarding the evolution of the EU support in the field of local development in Chad. The second, in the framework of the implementation of the Country Strategy Paper and of the National Indicative Programme (10th EDF in Chad), consisted in the formulation of the Programme GRN/Local development and in the validation of the technical documents.

Public health infrastructures have been severely damaged by civil war. As a result, the Government of Mozambique has adopted a strategy to rehabilitate these existing infrastructures and restore their functionality. The objective of the technical assistance is to provide support to the Infrastructures Department of the Ministry of Health in order to ensure the effective implementation and monitoring of works that have been financed by the EC.

Main activities carried out:

• Evaluation and preliminary approval of the projects detailed regarding the engineering design and economical and financial analysis
• Implementation of approved projects and coordination of the preparation of tender documents according to EDF procedures
• Planning and monitoring of contracts implementation

The overall objective is to support the formulation of the national and sustainable road network project that aims at contributing to sustainable economic growth in Guinea-Bissau through the improvement of traffic conditions on the national road network and strengthening institutional capacity of the Administration.
The purpose of the contract is to support the elaboration of documents and terms of reference in order to ensure the effective formulation of the project funded by the 9th EDF. 

Main activities carried out:

• Drafting the Financial Agreement with definition of the activities to be developed and methods to be implemented
• Elaboration of terms of reference and tender documents for supervision of works, regular maintenance of roads and bridges, and technical assistance to the general division of roads and bridges (DGEP)
• Formulation of a study on the creation of a sustainable National Roads Agency
• Updating of the institutional situation of the road sector and expected developments in the medium and long term

The Municipal regime of Costa Rica displays weaknesses within its institutional, financial and human resources development, which reinforces the centralistic governmental policy of the State offering arguments to the incapacity of municipalities to assume new responsibilities.

The project aims at improving knowledge and perception of the population in Costa Rica with respect to its Municipal Regime and the work that the project FOMUDE is carrying on to support modernization and decentralization of the State in the framework of the Cooperation policy of the European Union towards Costa Rica. 

Main activities:

• Creation, production and implementation of four awareness campaigns in the main written and audiovisual Medias of Costa Rica so as to have an impact over the whole national territory.

The objective is to contribute to the development of the regions of Sanchez Ramirez, Salcedo, Espaillat, El Seibo, Hato Mayor, San Jose de Ocoa, Peravia through the restoration and improvement of road infrastructures in order to ensure access to basic social services, reduce the price of products and inputs and in general facilitate commercial exchanges and communications.

Specific activities are:

• Control and supervision of works
• Traffic counting during the execution period of works

The purpose of the programme IDAF (Institutional Development across the Agri-Food Sector) is to support and facilitate an enabling institutional environment for development and growth across the agri-food value chain, through the development of institutional capacities of public and non-public actors, within a coherent conceptual framework.

The global objective of the consultancy is to advise on the prioritization of investments in the agribusiness sector through a participatory value chain analysis, the identification of key actions that can improve the efficiency of each of the value chains as well as the general agri-business environment in Malawi.

The overall objective of the SLPP is intended to contribute to the reduction of poverty and food insecurity in rural areas by increasing the rate of growth of livestock GDP through increasing smallholders’ incomes (in cash and in kind) from livestock production in ways that are sustainable and accrue equitably to both men and women.

The consultancy’s objective is to assess implementation and progress of the Programme and determine whether the project will achieve its objectives. Where there is concern that projected outcomes will not be achieved, the consultants recommended changes to practices and procedures.

The principal objectives of the Programme are:
(i) Information: improve and implement information systems to adequately prevent from, anticipate and respond to natural disasters.
(ii) Preparedness: improve the assistance to the victims thanks to a decentralized answer that would be more efficient, timely and adapted to the requirements of the moment
(iii) Prevention: reduce the vulnerability of the country towards natural disasters by means of prevention measures through the use the state’s resources focusing on risks and a major control of forest fires. The efforts of the Programme aim at fostering the Government institutions in charge of Risk Management.

The goal of the mid term evaluation was to provide the Dominican Republic Government, the EC Delegation, the PNUD and all the partners of the Programme sufficient information to:

• Have a general independent evaluation on the results of the Programme
• Identify the lessons learned and propose recommendations to continue the implementation of the Programme, including its possible reorientation.

FIDP’s overall objective is to achieve a sustainable improvement in the livelihoods of rural communities through diversifying farmers’ incomes. This is to be achieved by assisting smallholder farmers to consider farming as a business rather than a means of subsistence, while at the same time conserving and enhancing the natural resource base upon which production depends. Through an integrated approach the programme supports: the sustainable use of soil and water resources; a diversification and intensification of agricultural production; the strengthening of farmer organizations; and the marketing of produce.

The general objective of the consultancy was to undertake the mid-term evaluation of the FIDP.
The consultants also provided recommendations for the design of the potential phase two of the programme including examining a number of possible modalities, compliance with the Paris Declaration on Aid Effectiveness and the proactive integration of cross cutting issues.

The overall objective of the Programme is oriented towards improving life quality of rural communities in Loja and Zamora-Chinchipe provinces through support to strengthening local capacities with a view to obtaining coordinated management in between co-executing institutions and taking advantage of their existing capacities and activities through social basic infrastructure, irrigation, environment, education and production projects.

The Programme’s components:

• Social infrastructure (drinking water, sanitation, schools, etc.).
• Agricultural production infrastructures: irrigation schemes, food security of small producers, support to the development of the coffee sector and collection centres.
• Environment and sustainable management of water resources through integrative approach of hydrologic basins.

The Programme aims at supporting the initiatives proposed and/or implemented by civil society organizations and local authorities originated from the Community and from partner countries in the field of Development.
The overall objective of the consultancy was to enable the European Commission to co finance the best proposals according to criteria established in the Calls for proposals by supporting the services concerned at administrative and qualitative levels (relevance, effectiveness, feasibility, sustainability, impact, financial and operational capacity, methodology, budget and cost-effectiveness) in the evaluation of proposals.

Showing the current situation, the documentary presents the reasons why the project was developed and highlights the specific problematic of the local border context as well as interrelations of Dominican and Haitians actors. In the end, a 25 minutes DVD was produced in Spanish with subtitles in French and didactical elements such as maps, graphs, plans and the virtual animation of the future market of Dajabón to facilitate the diffusion of the messages.

The objective was to analyze the concept of the Programme and the conjectural changes of the context, to valorize the progresses to date and to gather information to adjust the planning of the support to the sustainable economic development in mining and non-mining domains of activities with a view to future management.

In close collaboration with the European Commission (DG Development and AIDCO) and the African Union Commission, three main types of services were provided: 

- the formulation in English and French of background papers (water and sanitation, energy, transports, Information and Communication Technologies) and other relevant material to enable key international stakeholders to have an informed and constructive dialogue and adopt operational documents for the implementation of the Partnership.

- visibility activities such as the conception of a brochure on the Partnership and the redaction of press releases.

- the supervision of the logistical organization of the event.

The objective of the programme is to improve the living conditions of the poor rural communities located along Haiti’s border. The PMR2 finances and executes the supervision of the implementation and then the startup of the various initiatives and projects, including dispensaries, schools, aqueducts and sewerage systems. 70 projects were carried out for a total of 15 million euros approximately.

The project includes several components of Technical Assistance in the regional integration process between Argentina, Brazil, Paraguay and Uruguay.

The objective of this bi-national Project is to foster commercial exchanges in between Haitian and Dominican communities in order to enhance socio-economic development of targeted communities in rural border zones of both countries. More than 95% of the population in the border area of Dominican Republic and Haiti depend on agriculture and commerce activities for their subsistence and fight against food insecurity.

The Project includes two components: construction supervision of the market infrastructures and institutional assessment and strengthening through inter-institutional dialogue and capacity building within the Municipality and the rural communities of producers.

STABEX is a compensatory finance scheme intended to stabilize the export earnings of the ACP States. STABEX resources mainly target the commercialization of industry and the restoration of confidence by improving the capital base of banana growers, providing working capital assistance and the provision of infrastructure such as sheds, reception centres and irrigation systems. The Special Framework of Assistance (SFA) Programmes from 1999 to 2001 came into being to further modernize the banana sector. These funds were earmarked for infrastructure, improving farm productivity and yields and for agriculture diversification.

This project, part of the Programme aimed at rehabilitating the infrastructures damaged by catastrophic floods and mud flows in 1999, consists in the construction of sewerage networks draining used water in the Quebrada Tacagua basin, in Vargas State. The total amount of supervised works is 3 millions of Euros.

Program whose objective is to promote and develop operational co-operation, both scientific and technical, between the countries of the region as regards to plant health protection. This co-operation must result in the development and implementation of a regional strategy for crop protection specifically via the creation of a network for “protection of plants in the Indian Ocean”, the regional harmonization of the plant health legislations, quality controls (material plants and phytopharmacological products), research applied to the experimentation of the phytopharmacological products and alternative fighting methods as well as advice, support and training.

This project, part of the Programme aimed at rehabilitating the infrastructures damaged by catastrophic floods and mud flows in 1999, consists in the construction of a 30 meters large canal designed for a flow of 830 m3/s. The section related to the contract crosses the periphery of the city of Catia La Mar in Vargas state. The total amount of supervised works is 6,5 millions of Euros.

The ACP-EC facility for energy is part of the EU commitment –in the framework of the implementation of the Millennium Development Goals –aiming to eradicate poverty and to promote sustainable development, as well as to facilitate provision of adequate energy services, in a way which is both affordable and respectful of the environment. The Facility was given a total of EUR 220 million. National and local government, municipalities, organizations of civil society and decentralized co-operation submitted projects proposals.

The ACP-EU Facility for Water pursues two specific objectives: (1) Improved governance of water and sanitation installations and the management of water resources at regional/transboundary, national and local levels, and (2) increase access to safe, affordable and sustainable water and sanitation services for the rural and urban poor, through the provision of catalytic funding for infrastructure and services. The fundamental mechanism of the Facility implementation is the Call for Proposals on three components: (i) the co-financing of the water management and governance improvement, (ii) the co-financing of infrastructure in the water and sanitation domain and (iii) the co-financing of civil society and decentralized co-operation initiatives.

PROBANANO is a programme cofinanced by the EC (EDF) with a contribution of 1.650.000 EUR. Its goal is to improve the competitiveness of the exporting banana sector of the Dominican Republic. The target group are 713 producers working a total of 5.000 hectares of banana tree plantation.

Technical Assistance to the National Authorizing Officer for the dissemination of the principles of the initiative and the follow-up of the proposals elaboration.
The EU-ACP Water initiative answers the need for providing additional investments in ACP states specifically in the Water sector. The initiative plays a part of catalyst in order to promote proposals, strengthen the institutions and the management capacities in the partner countries.

Construction of the structure of the new canal of quebrada Tacagua (section n°2); and of the bridge over the future canal of quebrada Tacagua in the sector of Via Eterna.

Final evaluation mission of a project financed by the EC (20.75 M EUR) through EDF, including an assessment on the use of the hydropower plant revenues for financing rural development projects in the same river basin, and related institutional issues.

Mid term evaluation of an EC financed project (22 M EUR) including upgrading and extension of water and wastewater networks (110.000 inh), WWTP, institutional re-structuring of the operator, technical assistance to the Municipality in urban planning and managing of water public services.

Assistance to ISPA Unit of the Ministry for the elaboration of priority criteria according to ISPA strategy, and list fixing of projects to be included in the pipeline for 2004-2006. Elaboration of Terms of reference for various service contracts, and assistance to the Ministry to improve quality of the documents submitted to ISPA Committee by ISPA Beneficiary entities.

Identification and formulation of a programme in the Water and Environment sector to be financed by the EC through EDF (2004-2009) with a total amount of 56.880.000 EUR. Projects include important rural and urban hydraulic infrastructures and specific actions for environmental protection.

The rehabilitation Programme treated hydraulic infrastructures and environmental protection (small barrages, rivers regulation, banks protection, drainage canals, sewerage and water supply networks) damaged by the catastrophic floods of September 2002.

Critical review of existing feasibility studies. Assessment of the capacity of the beneficiary communities to support the planned investments applying a global affordability methodology. Preparation of specific guidelines to be used in future ISPA applications.

The mission concerns six environmental ISPA projects in Slovakia providing new or upgraded wastewater treatment plants, and associated upgrading or extensions to sewerage networks. Description of the existing institutional structure and analysis of the possibilities to implement a Public-Private partnership scheme (PPP) to operate and manage public water and sanitation services at regional level.

Revision of tender documents related to sewerage networks and WWTPs, with the objective of ensuring fair and transparent service and works tenders in conformity with PRAG rules and FIDIC Contractual Conditions.

Programme which lasts several years (2002 – 2006) financed with European cooperation funds (45 millions EUR). The programme focuses the improvement of public water and sanitation services and the strengthening of the structures responsible for activities of natural disaster prevention, promoting the creation of an association of municipalities.

This project aims to improve the living conditions of 64.500 inhabitants belonging to poor rural communities of the Paute river basin. The project offers to help these communities to access basic public services, to increase their capacity to create resources, to reduce their vulnerability to hydro geological risks and to create a Watershed Agency. The total cost of the project was estimated to 14 millions EUR, where 11 millions are of EC origin.

A rehabilitation of drinking water networks associated to institutional reform has been implemented with IADB financing during the late nineties. A sector reform unit was put into operation in the Ministry of Public Works, Communication and Transport in collaboration with the SNEP and CAMEP operators.
