Service contract for the implementation of awareness raising and broadcasting activities

The objective of this contract is to raise public awareness about the importance of Human Rights in general and more specifically economic social and cultural rights as well as collective incidence rights (“DESC” y “DIC”).

Principal activities:

  • Design and implementation of permanent awareness raising activities through social communication medias (Press, radio, television and internet) with different scopes (national, regional, provincial and local).
  • Design and implementation of one (1) national awareness campaign on DESC and DIC
  • Design and implementation of eight (8) local awareness campaigns on different specific thematic related to DESC and DIC in each one of the influence areas of Human Rights observatories.

Supervision and control of reconstruction works of roads infrastructure in various places of the Dominican Republic
The objective is to contribute to the development of the regions of Sanchez Ramirez, Salcedo, Espaillat, El Seibo, Hato Mayor, San Jose de Ocoa, Peravia through the restoration and improvement of road infrastructures in order to ensure access to basic social services, reduce the price of products and inputs and in general facilitate commercial exchanges and communications.

Specific activities are:

• Control and supervision of works
• Traffic counting during the execution period of works

Implementation of awareness campaigns and production of videos for the project FOMUDE (Institutional strengthening and decentralization)

The Municipal regime of Costa Rica displays weaknesses within its institutional, financial and human resources development, which reinforces the centralistic governmental policy of the State offering arguments to the incapacity of municipalities to assume new responsibilities.

The project aims at improving knowledge and perception of the population in Costa Rica with respect to its Municipal Regime and the work that the project FOMUDE is carrying on to support modernization and decentralization of the State in the framework of the Cooperation policy of the European Union towards Costa Rica. 

Main activities:

  • Creation, production and implementation of four awareness campaigns in the main written and audiovisual Medias of Costa Rica so as to have an impact over the whole national territory.

Mid-term evaluation of the PASILD and formulation of the future intervention in the field of natural resources management and local development
The general objective of the PASILD ("Programme d’Accompagnement Structurant d’Initiatives Locales de Développement") is to structure and follow-up participative initiatives for integrated local development (environment, governance, gender). 

The mission was carried on within two distinct phases: the first allowed establishing an independent and global appraisal of the results reached by the PASILD at mid term, evaluating the methodology of its implementation and formulating recommendations regarding the evolution of the EU support in the field of local development in Chad. The second, in the framework of the implementation of the Country Strategy Paper and of the National Indicative Programme (10th EDF in Chad), consisted in the formulation of the Programme GRN/Local development and in the validation of the technical documents.

Technical assistance to the management of the second Micro realizations Programme PMR2
The objective of the programme is to improve the living conditions of the poor rural communities located along Haiti’s border. The PMR2 finances and executes the supervision of the implementation and then the startup of the various initiatives and projects, including dispensaries, schools, aqueducts and sewerage systems. 70 projects were carried out for a total of 15 million euros approximately.

Construction supervision of sewerage works
This project, part of the Programme aimed at rehabilitating the infrastructures damaged by catastrophic floods and mud flows in 1999, consists in the construction of sewerage networks in the Quebrada Tacagua basin, in Vargas State. The total amount of supervised works is 3 millions of Euros.

Mid-term review of Farm Income Diversification Programme (FIDP)
FIDP’s overall objective is to achieve a sustainable improvement in the livelihoods of rural communities through diversifying farmers’ incomes. This is to be achieved by assisting smallholder farmers to consider farming as a business rather than a means of subsistence, while at the same time conserving and enhancing the natural resource base upon which production depends. Through an integrated approach the programme supports: the sustainable use of soil and water resources; a diversification and intensification of agricultural production; the strengthening of farmer organizations; and the marketing of produce.

The general objective of the consultancy was to undertake the mid-term evaluation of the FIDP.
The consultants also provided recommendations for the design of the potential phase two of the programme including examining a number of possible modalities, compliance with the Paris Declaration on Aid Effectiveness and the proactive integration of cross cutting issues.

Value chain analysis of selected commodities and institutional development across the agri-food sector (IDAF)
The purpose of the programme IDAF (Institutional Development across the Agri-Food Sector) is to support and facilitate an enabling institutional environment for development and growth across the agri-food value chain, through the development of institutional capacities of public and non-public actors, within a coherent conceptual framework.

The global objective of the consultancy is to advise on the prioritization of investments in the agribusiness sector through a participatory value chain analysis, the identification of key actions that can improve the efficiency of each of the value chains as well as the general agri-business environment in Malawi.

Mid term review of the Smallholder Livestock Production Programme (SLPP)
The overall objective of the SLPP is intended to contribute to the reduction of poverty and food insecurity in rural areas by increasing the rate of growth of livestock GDP through increasing smallholders’ incomes (in cash and in kind) from livestock production in ways that are sustainable and accrue equitably to both men and women.

The consultancy’s objective is to assess implementation and progress of the Programme and determine whether the project will achieve its objectives. Where there is concern that projected outcomes will not be achieved, the consultants recommended changes to practices and procedures.

Technical assistance for the supervision of the Municipal market and customs infrastructure in Dajabon, city at the border between Haiti and Dominican republic
The new Municipal Market of Dajabón has a covered surface of 11.600 m2 on two levels, with a metal structure. In addition to the commercial zones, its construction envisages zones of service and administration. The building of the customs infrastructure, on two levels also, has a total surface of 2.000 m2. The project includes a component of institutional strengthening of the Municipality of Dajabón.

Mid term evaluation of the Programme for prevention and preparedness to disasters
The principal objectives of the Programme are:
(i) Information: improve and implement information systems to adequately prevent from, anticipate and respond to natural disasters.
(ii) Preparedness: improve the assistance to the victims thanks to a decentralized answer that would be more efficient, timely and adapted to the requirements of the moment
(iii) Prevention: reduce the vulnerability of the country towards natural disasters by means of prevention measures through the use the state’s resources focusing on risks and a major control of forest fires. The efforts of the Programme aim at fostering the Government institutions in charge of Risk Management.

The goal of the mid term evaluation was to provide the Dominican Republic Government, the EC Delegation, the PNUD and all the partners of the Programme sufficient information to:

- Have a general independent evaluation on the results of the Programme
- Identify the lessons learned and propose recommendations to continue the implementation of the Programme, including its possible reorientation.

Final Evaluation of the Programme “Social and production infrastructure for Loja and Zamora provinces (PROLOZA)”
The overall objective of the Programme is oriented towards improving life quality of rural communities in Loja and Zamora-Chinchipe provinces through support to strengthening local capacities with a view to obtaining coordinated management in between co-executing institutions and taking advantage of their existing capacities and activities through social basic infrastructure, irrigation, environment, education and production projects.

The Programme’s components:
  • Social infrastructure (drinking water, sanitation, schools, etc.).
  • Agricultural production infrastructures: irrigation schemes, food security of small producers, support to the development of the coffee sector and collection centres.
  • Environment and sustainable management of water resources through integrative approach of hydrologic basins.

Short term mission for the production of a documentary that presents the project of the future market of Dajabón.
Showing the current situation, the documentary presents the reasons why the project was developed and highlights the specific problematic of the local border context as well as interrelations of Dominican and Haitians actors. In the end, a 25 minutes DVD was produced in Spanish with subtitles in French and didactical elements such as maps, graphs, plans and the virtual animation of the future market of Dajabón to facilitate the diffusion of the messages.

Technical Assistance for the organization of the Launch event of the EU-Africa Partnership on Infrastructure at the African Union Commission Headquarters (24-25 October - Addis Ababa).

In close collaboration with the European Commission (DG Development and AIDCO) and the African Union Commission, three main types of services were provided: 

- the formulation in English and French of background papers (water and sanitation, energy, transports, Information and Communication Technologies) and other relevant material to enable key international stakeholders to have an informed and constructive dialogue and adopt operational documents for the implementation of the Partnership.

- visibility activities such as the conception of a brochure on the Partnership and the redaction of press releases.

- the supervision of the logistical organization of the event.

Technical Assistance for the supervision of drainage works in Vargas State
This project, part of the Programme aimed at rehabilitating the infrastructures damaged by catastrophic floods and mud flows in 1999, consists in the construction of a 30 meters large canal designed for a flow of 830 m3/s. The section related to the contract crosses the periphery of the city of Catia La Mar in Vargas state. The total amount of supervised works is 6,5 millions of Euros.

Final evaluation of the STABEX and SFA Programmes
STABEX is a compensatory finance scheme intended to stabilize the export earnings of the ACP States. STABEX resources mainly target the commercialization of industry and the restoration of confidence by improving the capital base of banana growers, providing working capital assistance and the provision of infrastructure such as sheds, reception centres and irrigation systems. The Special Framework of Assistance (SFA) Programmes from 1999 to 2001 came into being to further modernize the banana sector. These funds were earmarked for infrastructure, improving farm productivity and yields and for agriculture diversification.

Mid-term evaluation of the regional Programme for plant protection (PRPV)
Program whose objective is to promote and develop operational co-operation, both scientific and technical, between the countries of the region as regards to plant health protection. This co-operation must result in the development and implementation of a regional strategy for crop protection specifically via the creation of a network for “protection of plants in the Indian Ocean”, the regional harmonization of the plant health legislations, quality controls (material plants and phytopharmacological products), research applied to the experimentation of the phytopharmacological products and alternative fighting methods as well as advice, support and training.

Technical Assistance to EC-AIDCO for the implementation of the Help desk for the ACP-EC Energy facility.
The ACP-EC facility for energy is part of the EU commitment –in the framework of the implementation of the Millennium Development Goals –aiming to eradicate poverty and to promote sustainable development, as well as to facilitate provision of adequate energy services, in a way which is both affordable and respectful of the environment. The Facility was given a total of EUR 220 million. National and local government, municipalities, organizations of civil society and decentralized co-operation submitted projects proposals.

Technical Assistance to EC-AIDCO for the implementation of the Help Desk for the ACP-EU Water Facility.
The ACP-EU Facility for Water pursues two specific objectives: (1) Improved governance of water and sanitation installations and the management of water resources at regional/transboundary, national and local levels, and (2) increase access to safe, affordable and sustainable water and sanitation services for the rural and urban poor, through the provision of catalytic funding for infrastructure and services. The fundamental mechanism of the Facility implementation is the Call for Proposals on three components: (i) the co-financing of the water management and governance improvement, (ii) the co-financing of infrastructure in the water and sanitation domain and (iii) the co-financing of civil society and decentralized co-operation initiatives.

The total cost of the project was estimated to 14 millions EUR, where 11 millions are of EC origin.

Study on the participation of the private sector to the Drinking Water Sector Reform
A rehabilitation of drinking water networks associated to institutional reform has been implemented with IADB financing during the late nineties. A sector reform unit was put into operation in the Ministry of Public Works, Communication and Transport in collaboration with the SNEP and CAMEP operators.
